Comparative Country Paper
Students will write a maximum 800 word (not including bibliography and illustrations) policy paper to
identify how one European and one Latin American government have recently addressed a current crisis
issue from the available list below. On the date listed above I will assign two countries, one from Latin
America and 1 from Europe, to each student to use to write this paper. The paper should use the same
policy issue and focus for both countries. 
For example, using one recent policy issue compare how one
of the branch of government, elections, participation in a multilateral institution, or a social movement in
both countries addressed the policy issue.
The paper should address at least two key concepts, one from each book, provide a very brief
background about the crisis issue and its causes, what efforts have been made to address it, why it has
been successful or unsuccessful, and your ideas about changes to either the form and organization of the
government, its constitution, or for new policies to address and resolve the issue.
Among the recent policy issues you may choose (but are not limited to) are:
elections and voting
constitutional reform
constitutional rights
federal or unitary systems of government
environmental or social justice issues
social movement
neoliberalism
social democracy
far right or left
immigration or refugees
national security
economic policy
social welfare policy
The written Comparative Country Paper should include:
sources from the library databases to do research into your countries to find an issue that relates to the
class topic for the week you signed up. You may also use the sources listed in Other Reference
Sources for Class Assignments below. Do not use the internet.
brief specific detailed background about the policy issue in the European and Latin American country
brief explanation of how the policy issue was addressed by the government, elections, participation in
a multilateral institution, or a social movement in each country. Be specific about actions, policies and/
or laws that addressed the policy issue.
comparative analysis of the benefits and disadvantages of how the policy issue was addressed in the
country
a minimum of five references in APA (See the Lunsford APA guide in Canvas). You must have at least
one of each of the 3 kinds of citations (popular, academic, and trade/government)
provide at least one reference to the concepts in each of the assigned books
Details about formatting, grammar, and organization:
you must have an introductory paragraph with a clear analytical or argumentative thesis (see OWL
Thesis guide on Canvas)
your paper must have paragraphs organized into thematic sections with section headers
do not use throw away or filler quotes. Instead, summarize the information and provide an in text
citation
in text citation in the body of the paper: (last name of author or name of publication, year published).
For the textbooks use: (last name of author, page number)
